PARENT’S RIGHTS ADVOCATE BROOKE WESTLAKE: I am a single divorced mom of 2 boys. Ages 12 and 4. My oldest son has been a student within WCSD since the 1st grade. He is now in a WCSD middle school. My youngest will be in public school fall of 2024.
My oldest son sent me a text one day stating that the new math teacher had hung a LBGTQ flag in her classroom. And was also telling students she would call them by their preferred pronouns. I asked my son to text a photo, so I could see what he was talking about. Sure, enough the new teacher had hung a lesbian flag in her classroom in the front for all the students to see.

I went into his middle school the same day to discuss this with the principal, but I ended up speaking with the Vice Principal. The VP informed me that hanging items as such was not allowed, they would talk to the brand-new teacher. However, “Times had changed” and there were lots of changes at the schools including that of a gender policy and “BRAVE Space” posters. (I will explain this one a little more in a min).
“Administrative Regulation 5161 GENDER IDENTITY AND GENDER NON-CONFORMITY-STUDENT POLICY.” Passed by the board in 2015 & revised in 2019. This policy BLOCKS PARENTS AND LEGAL GUARDIANS!
As I read through this policy that passed behind the scenes in 2015 & was revised in 2019. The reason no one knew about it was because it was never made public. I was horrified to read section 5. section ii. & iii. Whereby they specifically inform teachers from keeping information away from the legal parents/guardians.
The last time I checked both my ex and I were the ones legally responsible for our children until they are 18 years of age.

5. Rights and Protections
ii. Staff shall not disclose information that may reveal a student’s transgender or gender non-conforming status to others including, parents/guardians or other staff members, unless there is a specific “need to know,” they are legally required to do so, or the student has authorized such disclosures.
iii. Staff must be mindful of the confidentiality and privacy rights of students when contacting parents/guardians so as to not reveal, imply or refer to a student’s actual or perceived sexual orientation, gender identity, or gender expression.”
The rest of the policy goes on to discuss that students who identify as other genders do not require proof of medical treatments as a prerequisite but that they can use whichever bathrooms, changing rooms and participate in the sports they deem to identify with.
To create even more of a wedge between parents and students helping set the tone for bad teachers who are sexual predators. “Secret keeping” based on teachers going through what is called “Brave Space” training is another realm of what is going on that parents and guardians have no clue about!
Children have a right to be children. The parents and guardians have legal and constitutional rights that this policy clearly is in violation of. Teachers need to do their jobs and teach. KEEP the sexual agenda OUT of schools. This policy is deemed passed/approved for students K-12!!! It is not endorsed or supported by either the Nevada Department of Education or the State of Nevada Legislature. And it was passed behind the scenes, so this policy was never made public.
I AM asking for signatures on this petition to remove 5161 GENDER IDENTITY AND GENDER NON-CONFORMITY-STUDENT POLICY.” As well as exposure and removal of BRAVE Space Teacher training.
Students seeking assistance and guidance at schools should be directed by that of parents/legal guardians and trained counselors who are licensed clinicians. No teacher should be able to go through a basic “training” and be deemed a “BRAVE Space” teacher.
