Washoe County:

We appreciate your commitment to safeguarding the privacy of program participants, and it’s important to uphold these principles. However, the recent @WashoeCounty tweets addressing concerns regarding the treatment of Teresa Bacon at the Cares Campus have raised valid questions that deserve a thorough response. We believe that transparency and accountability are essential in maintaining the public’s trust.

While we acknowledge that you cannot reveal personal information about individuals in your programs, there is a genuine need for greater transparency in addressing concerns and ensuring that everyone is treated fairly and equitably. The community is deeply concerned about the allegations made by Ms. Bacon, especially in light of the absence of clear conduct codes for participants. It is crucial to address these concerns comprehensively.

Tweet 3 mentions that Ms. Bacon is “welcome to return to the Cares Campus and will be required to follow the conduct rules like every other participant in our programs.” This statement appears to imply fault on Ms. Bacon’s part. To foster a trusting relationship with the community, it is imperative to clarify the situation regarding Ms. Bacon’s removal and the allegations of whistleblower retribution.

Moreover, the fact that there is no Code of Conduct presented to participants during intake or throughout a participant’s stay raises questions about fairness and consistency in your program. In order to address these concerns, we urge you to provide more information about the policies and processes that guide the behavior of both staff and participants. Provide the public with your Code of Conduct Handbook and participant intake agreement acknowledgement form. 

Ms. Bacon’s demand for the release of the video recording interaction with “Cares Campus Kim” is also reasonable and aligns with the principles of transparency. Releasing the video, with due consideration for privacy, would help establish a factual basis for the claims made by both parties involved.

In conclusion, we encourage Washoe County to engage in a more open and constructive dialogue regarding these concerns. Transparency and accountability are essential in ensuring the welfare and trust of all community members involved with the Cares Campus program. Without a serious explanation from Washoe County government, the citizens of Washoe County can only draw the conclusion that the Cares Campus is as broken as your faucets.

Teresa Bacon and other voiceless participants in the Cares Campus program deserve serious communication on these issues, not just a 3 Tweet “denial-admission response.”

(Nevada Liberty has learned from another whistleblower there was limited working faucets in the Cares Campus washroom and has asked the county for comment)
