2023 STATE OF PUBLIC EDUCATION WASHOE COUNTY & NEVADA SCHOOLS by Paul White
This is my message to EVERY parent or grandparent who has a child in WCSD schools: If you care ANYTHING about your child’s learning or safety, take them OUT of these schools immediately.” –Career-long staff member at WCSD high schools
The situation in the Washoe County School District this past year can be summed up in 5 words: EXTREMELY BAD…and getting worse.
It was a year in which WCSD became even more strongly identified with its 3 primary qualities.
- Academically Dysfunctional
- Socially Dangerous
- Morally Broken
ACADEMICALLY DYSFUNCTIONAL
WCSD maintained its decade-long average ranking as part of the Worst Public Education System in the United States. This accomplishment was determined by the gold standard for education ranking: the “Quality Counts Survey” published by Editorial Projects in Education.
WCSD staff representing 30% of all schools unanimously told Education Crusade that 80% OR MORE of their students are functionally illiterate.
With 90% of WCSD students FAILING the ACT college-readiness test (nationally controlled), how is it that WCSD’s graduation rate (locally controlled) continued to INCREASE?
How can you teach students who aren’t in class? An average daily absence rate of up to 40% prevented any attempt at effective teaching. WCSD refuses to enforce the State law that would correct this situation immediately.
How can you teach students who aren’t respectful? WCSD teachers were verbally abused and physically assaulted on a daily basis. Additionally, the typical WCSD class had students ignoring their teachers, while they walked around, left class, cursed repeatedly, ate, slept, played on their phones, and/or used alcohol/drugs.
SOCIALLY DANGEROUS
- Violent physical assaults and thefts/robberies that victimized teachers and other students were a daily occurrence on every secondary school campus from which Education Crusade received information. WCSD has neither acknowledged nor denied this out-of-control violence, nor have they been willing to implement the existing state laws that would stop it immediately.
- The influence and involvement of criminal gangs in on-campus drug sales and distribution is increasing.
- Numerous incidents involving lethal weapons occur regularly, including two recent campus lockdowns for gun threats in 3 days at a local high school.
- Secondary school staff unanimously expressed their fear of confronting many students who have been involved in multiple incidents of violent behavior.
MORALLY BROKEN
- The lack of moral values and scientific facts evidenced itself in WCSD’s Sex Education curriculum and in other student behavior, including the following.
- The Sex Education curriculum taught the normalcy and details of sexual intercourse to students as young as 11, but did not include the CDC statistic that 25- to – 40% of girls ages 15-and-up have Sexually Transmitted Diseases.
- The curriculum presented children a disproportionate emphasis on homosexuality, and portrayed it as “normal” and “harmless.” It did NOT teach children that homosexuality is a lifestyle chosen by less than 5% of the population, and not a genetic condition; and that it statistically results in a significantly lower life expectancy and a higher likelihood of mental illness, substance abuse, and suicide.
- Incidents of sexual intercourse in high school bathrooms, and a student-shared sex video of a middle school girl also were confirmed.
WCSD SUPERINTENDENT SALARY IS THE SAME AS THE PRESIDENT OF THE USA: $400,000/YEAR
The average school superintendent in the U.S.is paid $125,000 per year.
New Superintendent Susan Enfield was signed to a record-setting 4-year contract package with an annual value of over $400,000 ($2,000 per day/$250 per hour). What are taxpayers getting in exchange for this $1.6M commitment?
- Susan Enfield has a track record, and it’s not all unicorn farts and rainbows.
- According to her published resume, Enfield is the only superintendent in WCSD memory who has NEVER been a principal or been in charge of a single school. How is Enfield supposed to show principals how to fix WCSD’s 100+ schools?
- The new superintendent is supposed to show our teachers how to more effectively teach our students and correct their high failure rates and violent behavior, BUT … she never was in charge of any school’s discipline – she herself taught for only 6 years, and that was over 25 years ago
- WCSD parents can expect the new superintendent to promote her top priorities that she has spoken and written about widely. They include: a primary focus on students’ sexual identities and skin color, rather than on their academic learning – as well as utilizing curriculum based on Critical Race Theory, that teaches the inherent evilness of: America, its history, and its White people.
WCSD HAS NO PLANS FOR REDUCING VIOLENT STUDENT FIGHTING
“There’s nothing I can do about it.”
“If I suspend too many students, I’ll lose my job.”
“There are really vicious fights at my school every day and LOTS of them.” –Students and staff from every one of the 15 high schools and middle schools who reported to Education Crusade
- The past year showed an increase in WCSD student videos posted on social media that included – at school – lethal weapons, vicious fights, severe beatings, death threats, and encouraging targeted students to commit suicide: one of whom did.
- 100% of the reports Education Crusade received about school principals were the same, regarding their explanations for a failure to stop drug activity and student violence in their schools:
WCSD CONTINUED TO DENY AN OUT-OF-CONTROL DRUG PROBLEM
I actually prefer it when my students are stoned in class, because they act less violently toward me. –WCSD Middle School teacher
There are drug-dealing gang members at our school that ALL staff just stay away from because they’re too intimidated to say anything to them.” –Staff at multiple high schools
- Education Crusade’s first-hand reports from staff, students, and/or parents representing 19 schools, showed over 40% of all middle school and high school students using drugs ALL day and EVERY day in classes and on campuses, with virtually ZERO consequences. Elementary staff members reported their older students using drug-infused edibles.
- WCSD has no drug-testing program, and refused repeated offers from Education Crusade to help them implement a proven, all-voluntary method of drug-testing.
WCSD DID NOT TELL THE PUBLIC ABOUT THEIR NEED TO OPEN A LARGER FACILITY TO HOUSE GROWING NUMBERS OF PHYSICALLY AND PSYCHOLOGICALLY ABUSED TEACHERS
We have numerous teacher assaults at our middle school that don’t get reported, because the [12- to 14-year-old] gang members threaten to bring guns to school and kill them if they make a report. –Middle School Staff Member
- Numerous WCSD teachers were physically and verbally abused by students this year on a daily basis. Many of them who can’t return to their classrooms have been assigned by the District to non-teaching duty: located within WCSD administrative offices.
- With so many teachers continuing to be seriously abused by students, the District’s “teacher rehab” facility is full, and the most recently abused teachers have had to just remain at home. While WCSD has taken NO effective steps to stop these physical assaults against teachers by students, they ARE planning to provide a larger area that can accommodate the growing number of psychologically and physically damaged staff members.
WCSD TEACHERS ESTIMATE 80% OF THEIR STUDENTS TO BE FUNCTIONALLY ILLITERATE
80% of my students we graduate to middle school are functionally illiterate, and many students can’t read at a kindergarten level. ….
Our classrooms are chaotic: students are totally ignoring the teacher while they are sleeping, eating, using drugs and alcohol, talking on their phones, walking around, and making out.
My child has learned nothing in the last 2 years.
In my math class, the only person doing the problems on the board is the teacher. –Multiple WCSD school staff and students at ALL grade levels
Education Crusade’s first-hand reports from teachers during the past few months, consistently found that a majority of WCSD’s 60,000 students are functionally illiterate, confirmed by test scores that continue to decline. That means that approximately 3,000 of the approximately 4,000 seniors that WCSD graduates each year, are being released into Washoe County with worthless diplomas that students would have great difficulty even reading.
WCSD DOUBLED DOWN ON THEIR COMMITMENT TO TEACH RACIST, DISTORTED AND MORALLY DECADENT CURRICULUM
They are indoctrinating and brainwashing the kids. –High School parent
Black and Latino students use racial slurs all the time and nothing happens, but if a White student uses one, they are punished. The only racism there is in my school is against White kids. –Non-White middle school student, and staff
Education Crusade received reports from staff, students and/or parents from 20 WCSD elementary, middle, and high schools, ALL of the respondents confirming that there is:
- 100% equal opportunity for ALL students to succeed
- ABSOLUTELY ZERO racial discrimination in any schools against non-White students
- Frequent discrimination against WHITE students
Notwithstanding these facts, the new superintendent’s greatest emphasis is on “wokeness” in all its misleading and destructive forms. The superintendent has declared her intention to fight this non-existent racism with still MORE focus on promoting the counter-productive practices of equity, diversity, and Critical Race Theory: placing primary attention on students’ skin color or sexual/gender identity, rather than addressing the fact that almost NO students of ANY color are being taught the academic skills that are essential for them to have successful futures.
THE SCHOOL BOARD’S ACCOMPLISHMENTS?
I don’t know even ONE THING the School Board does. –100% of the reports that came to Education Crusade from parents and school staff
The WCSD School Board’s “accomplishments” this past year included the following:
- Setting Board agendas, meeting times, public comment opportunities, and venues that allowed the community virtually NO acceptable way to attend, participate, or know what is really going on in our schools.
- Making ZERO unannounced visits to schools so board member could see and report the truth to the community about our failed schools.
- Supporting the Superintendent’s policies that enable her to prevent the community from learning what’s actually happening inside our schools, and threatening the job of any WCSD employees who inform the public about the dysfunction of the entire district.
- Continuing to be WCSD’s dewclaw: “an appendage that has no apparent purpose or usefulness.”
THE WCSD SCHOOL POLICE DEPARTMENT CONTINUED TO PREVENT THE PUBLIC FROM DISCOVERING HOW VIOLENT AND DANGEROUS SCHOOL CAMPUSES ACTUALLY ARE
School police are a total waste of $5 million per year. They should be done away with. –Unanimous consensus among high school staff, students, and parents
WCSD Police continued to be completely ineffective at preventing criminal behavior and making campuses safer. They served only as the Superintendent’s armed, private security force: abusing the power of their office by hiding and manipulating school-related criminal incidents and substance abuse from the public and discouraging attempted investigations by parents.
WHAT IS THE TRUTHFUL SUMMARY OF WCSD’S PAST YEAR?
The Washoe County School District just doesn’t care about our kids. –A Damonte High School parent
THE WCSD SUPERINTENDENT AND SCHOOL BOARD MAINTAINED THEIR COMPLETE LACK OF INTEREST IN ALLOWING EDUCATION CRUSADE TO SHOW THEM HOW TO FIX OUR BROKEN SCHOOLS BY IMPLEMENTING THE FOLLOWING
- A proven voluntary drug-testing program that could stop drug abuse
- A proven system for eliminating student violence and abusive behavior
- A proven system for increasing student learning
- A proven prototype of an ideal classroom that could be replicated district-wide
THE BOTTOM LINE…
Our Washoe County School District schools are IRREPARABLY BROKEN, and so are almost ALL public schools in Nevada.
Our students are provably:
- NOT Safe
- NOT Learning
- NOT being taught or supervised in an environment with ANY meaningful degree of moral values
Our schools are NOT fix-able:
- Because the emphasis is NOT on educating our children, but on keeping thousands of adults employed
- Because the incompetence, dishonesty, and corruption in WCSD leadership runs from top-to-bottom
- Because the politics of the Extreme Left have taken over the curriculum. The result is that teaching of academic literacy skills has been ignored, in favor of brain-washing children with politicized indoctrination in social justice philosophy.
- Because our School Board has allowed the Superintendent to do ALL of these things, including passing policies that prevent PARENTS and the COMMUNITY from making unannounced visits to our campuses to see what is actually going on…and threaten teachers’ jobs if they tell the public about it.
- OUR SCHOOLS ARE NOT FIXABLE BECAUSE with too few exceptions, WCSD’s 6,500 employees and 120,000 parents have not demonstrated the moral courage and commitment to our children to stand up publicly – tell the truth about the dysfunction, moral decadence, violence, and incompetence that is destroying our schools – and demand immediate replacement of the leadership that has caused and allowed this situation.
UNLESS this public testimony occurs, the current situation will not only never improve … but it will get much, much worse.
UNTIL the needed changes are made, EVERY parent who cares about their child’s safety and learning should withdraw them from WCSD schools immediately.
For ANY parent, student, or school employee willing to stand up publicly and tell the truth about our schools, PLEASE contact:

UNDERSTANDING THE FAILED IDEOLOGY OF SUPERINTENDENT SUSAN ENFIELD:
UNDERSTANDING THE SUCCESSFUL IDEOLOGY OF PAUL WHITE:
White’s Rules: Saving Our Schools One Kid at a Time
One heroic schoolteacher has saved hundreds of lives with unconditional love and zero tolerance for rule-breakers. His students are the worst of the worst—drug addicts, gang members, and violent criminal offenders. They have flunked out or been thrown out of every other school they’ve attended. They may be the children of addicts, of abusers, or even of good parents, but they have one thing in common: they have been rejected by everyone except Paul White. With ten simple rules, he has helped hundreds of kids turn their lives around.“I can’t remember when I’ve been this happy. Since I came here I’m getting right with my family and friends, I’m off the drugs and staying out of trouble. I’m doing really well in school and I’ve got a job.” —Kathy, fifteen, West Valley student, former crystal meth user “He never gives up on you.”—Roger, seventeen Among students, they’re the worst of the worst: chronic truants, drunks, drug addicts, even violent criminals. Some haven’t been to school for months, even years. Some have spent a year or more locked up for gang-related offenses and felony assaults. All of them, it seems, are on the short list of life’s early losers. Enter Paul White, the teacher whose combination of unconditional love and unbreakable rules has changed, and sometimes saved, the lives of the most troubled students in Detroit, the San Francisco Bay Area, and Los Angeles. When they walk through the door of his one-room high school, the West Valley Leadership Academy in Canoga Park, California, White treats them like his own children: loving them, protecting them, and requiring them to become men and women of moral courage, integrity, and high achievement.
Sometimes it only takes one person to turn the tide. During his twenty-five-year career as a teacher, Paul White has saved hundreds of students from falling through the cracks. Veritable miracles have taken place in his classroom:
The reading skills of a fourteen-year-old recovering crystal meth addict climbed from a seventh- to a tenth-grade level in six months. She finished high school at age sixteen and went on to complete a nursing program.
A fifteen-year-old girl was flunking out of school—and so violent that the safety of the people around her couldn’t be guaranteed. After joining Paul’s class, she not only brought her grades up enough to graduate from high school at sixteen, but has gone on to finish several semesters at a local community college.
A seventeen-year-old boy who had been a neo-Nazi asked a Holocaust survivor to forgive him for his disrespectful behavior.
White’s Rules is a lesson to parents and educators who can’t control their kids or their classrooms. For Americans who truly want to stop the violence, end the apathy, and improve academic performance, White poses a challenge: Try his rules. The ten-rule list that he developed covers everything from character values to schoolwork, from getting off drugs to learning personal finance skills. By enforcing these rules, parents and educators can attack both the causes and the effects of the crisis in our schools. This is the moving story of how the program evolved and what we can all do to save our youth, one kid at a time.
